Website Development in Belgrade: Costs vs. AI Builders

You need a website for your Belgrade business, and the quotes you're collecting range from €200 to €5,000 for what sounds like the same thing. Meanwhile, AI builders advertise sites for the price of a monthly coffee subscription. This guide puts the real numbers side by side, shows what each price actually buys, and gives you a decision framework so you stop guessing.
One caveat up front: Belgrade agency prices come from the agencies' own marketing pages. They are not an official market survey, and they don't agree with each other. Treat everything below as a map of the range, then get a written quote before committing.
What Belgrade agencies publish for pricing
Published entry prices for Belgrade agencies run from roughly €200 to €900 for a basic presentation site, with custom systems and online shops costing considerably more. The spread is wide because "a website" can mean three static pages or a custom web system.
Here is what several Belgrade providers list on their own sites:
| Provider | Package | Published starting price |
|---|---|---|
| Atrigen | Lite (up to 3 pages) | from €250 |
| Atrigen | Starter (up to 5 pages) | from €500 |
| Atrigen | Standard (up to 10 pages, full SEO setup) | from €800 |
| Generate Web | Small (up to 3 pages) | from €350 |
| Generate Web | Medium (up to 6 pages) | from €550 |
| Generate Web | Larger (6+ pages, with web shop) | from €750 |
| Web Design Serbia | Business site with custom CMS | from €690 |
| Web Design Serbia | Catalog website | from €1,890 |
| Web Design Serbia | Custom web system | from €3,290 |
| AiSajt | Websites | from €299 |
| StartUp Solutions | Presentation site / web shop | from €200 / from €500 |
Sources: Atrigen, Generate Web, Web Design Serbia, AiSajt. Generate Web notes its packages are subject to change and the final estimate comes after an initial conversation. Atrigen states the domain is not included.
A few things to notice:
- Page count is the main price lever. Most packages are defined by number of pages, not by outcomes (leads, bookings, sales).
- "From" means the floor. The cheapest tier is often a template with your logo and text dropped in.
- Pages age. Some agency price pages may be out of date. Always confirm current pricing directly.
What the price ranges look like by project type
If you want a market-level view rather than individual price lists, one Serbian agency blog gives ranges by project type. Advetore's pricing guide puts a presentation website for a business in Serbia at €300–800, with €500–800 typical for a Belgrade web agency and €300–500 for a freelancer. A corporate site runs €800–2,000, and an e-commerce shop €1,500–5,000+ (Advetore).
Keep in mind this is one agency's blog, not a neutral survey. But it matches the general shape of the individual price lists above, which is why it's useful as a sanity check.
| Project type | Advetore range |
|---|---|
| Presentation site (freelancer) | €300–500 |
| Presentation site (Belgrade agency) | €500–800 |
| Corporate site | €800–2,000 |
| E-commerce shop | €1,500–5,000+ |
Timelines. Atrigen quotes 1–2 weeks for a simple site and 4–8 weeks for a more complex one with a CMS or online store (Atrigen). Plan for the slow end: delays almost always come from the client side, such as late copy, photos, and approvals, not from the developer.
The costs that are not in the quote
The build price is only the first invoice. According to the same Advetore guide, recurring costs run roughly:
- Domain: €10–25 per year
- Hosting: €50–200 per year
- Maintenance: €50–200 per month
(Advetore)
The maintenance line is the one people forget. At the low end of €50 a month, that's €600 a year, which can exceed the build cost of a cheap site by year two. Ask every agency three questions:
- Is hosting included, and on whose account? You want the domain and hosting registered in your name.
- What does "maintenance" cover? Security updates, backups, content edits, or only uptime?
- Who owns the code and design files if we part ways?
Some agencies bundle this into financing. Atrigen offers 12-month installment plans of €25, €49 or €79 per month for Lite, Starter and Standard, with maintenance and updates included (Atrigen). That's a reasonable model if you value predictability, but read what happens after month 12.
I haven't verified how VAT (PDV) applies to agency quotes or to foreign software subscriptions, or whether the published prices include it. Check with your accountant or the Serbian tax authority before comparing invoices, because a 20% swing in either direction changes the math.
Hourly rates: useful for custom work only
If you're commissioning something custom, such as booking logic, integrations, or a client portal, you'll see hourly rates. Directory data is self-reported and noisy, so use it only as a rough guide:
- GoodFirms reviewed 94 web development companies in Serbia and reports a median hourly rate of $75 (GoodFirms).
- Clutch's Belgrade listings show hourly rates mostly in the $25–$49 and $50–$99 bands, with minimum project sizes starting at $1,000+ and reaching $25,000+ (Clutch).
These two directories disagree with each other and some listings are old, so don't treat either as a Belgrade market average. What they do tell you: many established agencies set minimum project sizes well above what a small presentation site needs. If you're a five-person business, you'll likely be better served by a small studio or freelancer.
The AI builder alternative: what it costs and what it does
AI website builders generate a layout, copy, and images from a prompt, then host the result on a monthly plan. For a standard small-business site, the monthly cost is low. A caution: most comparison articles are written by vendors or affiliates, so I'm limiting this to official pricing pages and one review that states its verification date.
Wix's official blog lists paid plans at $17 (Light), $29 (Core), $39 (Business) and $159 (Business Elite) per month when billed annually. All include hosting and AI creation tools, and there's a 14-day money-back guarantee (Wix blog). Prices exclude taxes, and you need a Premium plan to connect your own domain and remove Wix branding. Most Premium plans include a one-year free domain voucher, valid only for a new domain bought from Wix (Wix plans).
An October 2026 review of 12 AI website builders (prices verified 21 September 2026) lists:
| Builder | Starting price/month |
|---|---|
| Framer, 10Web | from $10 |
| Webflow | $15 |
| Base44 | $16 |
| Wix, Emergent | $17 |
| Squarespace | $19 |
| Durable | $22 |
| Lovable, Bolt | $25 |
The same review puts a realistic site on your own domain at about $10–17 a month (Appy Pie review). Other listed entry points: GoDaddy's Airo AI Builder Starter at $9.99/month billed annually or $19.99 monthly (as of October 2026), Durable Launch at $25/month, and Mixo paid plans from $7/month billed annually (as of September 2026) (Theo.site).
Read the fine print on teaser prices. Hostinger advertises $2.99/month for its builder, but that requires paying 48 months up front and renews at $10.99 (Appy Pie review). Always check the renewal price, the billing term, and whether the price is quoted in annual billing.
Be cautious about broad claims that AI builders are "10–100x cheaper" or "save 80–90%." Savings depend heavily on which agency rates they are compared against, and those comparisons may not reflect Belgrade prices. Using the numbers above, a realistic comparison is: a €500 agency build plus perhaps €100–200 in annual hosting versus roughly $120–$200 a year on a builder. That's real savings, but nowhere near 100x, and the agency price buys custom design and someone to call.
Side-by-side: where each option wins
Here is an illustrative three-year comparison using round numbers. The figures are examples drawn from the ranges above, not quotes.
| Freelancer/agency presentation site | AI builder | |
|---|---|---|
| Upfront | ~€500 (range €300–800) | ~$0 to start |
| Year-1 recurring | Domain + hosting €60–225 (from Advetore ranges) | ~$120–$200 plan |
| Maintenance | €50–200/month if outsourced | Included by the platform |
| Time to launch | 1–8 weeks | Hours to days |
| Custom features | Yes, at extra cost | Limited to what the platform supports |
| Lock-in | Low if you own hosting and code | High; exporting is often limited |
Choose an agency or freelancer when:
- You need custom functionality: booking logic, integrations with local payment providers or accounting software, multi-language structure you control
- You want a distinctive brand design rather than a polished template
- You need Serbian-language SEO handled by someone who knows the market
- You want one person to call when something breaks
Choose an AI builder when:
- You need a credible presence this week
- Your site is mostly static: services, contact info, a few pages, maybe a blog
- Your budget is tight and your content changes often
- You're comfortable editing the site yourself
The hybrid path is often the best answer: launch on a builder now, validate that the site brings inquiries, and commission a custom build only when you can name specific features the platform can't deliver.
A practical decision checklist
Before you request a single quote, write down answers to these. They'll cut the quote range dramatically.
site_brief:
goal: "get inquiries | sell products | show portfolio | book appointments"
pages_needed: 5 # list them by name
languages: ["sr", "en"]
needs_online_payment: false
needs_booking_or_login: false
content_ready: false # copy and photos done? agencies wait on this
who_edits_after_launch: "me | agency"
budget_year_one: "€___ all-in"
must_own: ["domain", "hosting account", "source files"]
Then apply these rules:
- No payments, no logins, under ~10 pages: try a builder first. The downside is a few hours of your time.
- Online shop or integrations: get at least three quotes, and ask each to itemize design, development, content, SEO setup, hosting and maintenance separately.
- Any agency quote: ask for the 12- and 36-month total cost, not just the build price.
- Anything under €200 at an agency: ask exactly what's included. Cheap offers often exclude the domain, copywriting, SEO setup, or the right to edit the site yourself.
A quick test before you pay an agency: ask for the editing workflow. If changing a phone number requires emailing someone and waiting two days, you're buying a dependency, not just a website.

Frequently asked questions
How much does a website cost in Belgrade?
Published Belgrade agency prices for a basic presentation site run from roughly €200 to €900, depending on page count and features. One Serbian agency guide puts presentation sites at €300-800, corporate sites at €800-2,000, and e-commerce shops at €1,500-5,000+. These figures come from agencies' own marketing, not an official survey, so get a written quote before committing.
What are the hidden costs of owning a website beyond the build price?
Recurring costs include a domain (about €10-25 per year), hosting (about €50-200 per year), and maintenance (about €50-200 per month if outsourced). Maintenance at the low end can exceed the build cost of a cheap site by year two. Also confirm who owns the domain, hosting account, and code, and whether VAT is included in the quote.
How much do AI website builders cost compared to hiring a web agency?
Mainstream AI builders such as Wix, Squarespace, Webflow and Framer start at roughly $10-25 per month, with a realistic site on your own domain costing about $10-17 per month. That's about $120-$200 per year versus a one-time agency build of around €500 plus hosting and maintenance. The savings are real but nowhere near the '10-100x' some vendors claim, and an agency adds custom design and a person to call.
Are AI website builder teaser prices trustworthy?
Often not without checking the fine print. For example, Hostinger advertises $2.99 per month but requires paying 48 months up front and renews at $10.99. Always check the renewal price, the billing term, and whether the advertised price assumes annual billing. Also note that connecting your own domain and removing platform branding usually requires a paid plan.
When should a small business hire a web developer instead of using an AI builder?
Hire a developer or studio when you need custom functionality such as booking logic, integrations, or a client portal, or when you want a unique design and ongoing human support. Many established agencies set minimum projects well above what a small presentation site needs, so a freelancer or small studio often fits a five-person business better. For a standard brochure-style site, an AI builder is usually cheaper and faster.
